We as consumers should be charged $10. a bag- paper or plastic......... maybe then we would \"remember\" or \"put our selves out\" to bring some used bags or specific ecology transport \"bags- and then really start to change things...............We the Consumer can make the difference / and must start to contribute to issues in this manner

This means less litter but much more global warming, so an effective tax should therefore cover both kinds of bags.
